Overview
Vó̄̂v Yāē Nêōw was founded durring the late 12th century in winter of the year 1081, by Dāsh Cúó̄sh 'Gunslinger Beamin' Vú̄kīb Mboīkīrm Séoīsh Ra̋g Nīki̋nḱ. The establishment of Vó̄̂v Yāē Nêōw suffered from many setbacks, delays, and obsticles, most notably a group of Vó̄̂v Yāē Nêōw which required millitary assistance exterminate before the community could finish being built.
Vó̄̂v Yāē Nêōw was built using the conventions of Goblin durring the late 12th century. Naturaly, all settlmentss have their own look to them, and Vó̄̂v Yāē Nêōw is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.
Vó̄̂v Yāē Nêōw is buildings are arranged arrounded highly ordered system of restrictive packed earth streets which form octogonal paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The town rests behind the absurdity that is a thick, timber braced, wall made of clay bricks. While visualy impressive and certainly an astetic, Vó̄̂v Yāē Nêōw's wall provides no actual defence against siege equipment due to the choice of its cosntruction materials. Even nonexperts can tell the town is trying to impress rather than defend with its walls, towers, and gatehouses. Though admittedly, they do look nice... To primitive tribals who have never seen fortifications before. The political statment focused walls has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.
A look around Vó̄̂v Yāē Nêōw gives you an uneasy feeling. Everything is just a little too worn down, a little too dirty, or both. No one makes eye contact. Kids play quietly, but happily. Occasionally a passerby glances at you out of the corner of their eye, staring just long enough for it to be uncomfortable. A second look around Vó̄̂v Yāē Nêōw makes it abundantly clear the town suffered something horrible some time ago. It's as if the town itself is depressed. Smiles are few, cheer is nowhere to be had.
Civic Infrastructure
Vó̄̂v Yāē Nêōw has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Vó̄̂v Yāē Nêōw. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Vó̄̂v Yāē Nêōw's parks.
Vó̄̂v Yāē Nêōw has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Vó̄̂v Yāē Nêōw.

Vó̄̂v Yāē Nêōw has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Vó̄̂v Yāē Nêōw's natural decorations nor waterways.
Vó̄̂v Yāē Nêōw has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Vó̄̂v Yāē Nêōw has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Vó̄̂v Yāē Nêōw's chapel was built using a different architectural style from the rest of the town. The style used is known for its fluid and florid elaborate style, comprising ornate, asymmetric designs and pastel shades. It is often considered to be a playful, light style, which made exuberant use of curves and emphasized subtle asymmetry in the general shape of its structures. Walls, ceilings and moldings are decorated with numerous interlacing of curves and counter-curves based on the shapes of ‘C’ and ‘S’, along with shell forms and other naturalistic shapes.
Due to the actions of local Kami, winter is long in Vó̄̂v Yāē Nêōw.
The Lizardfolk, Fungal near Vó̄̂v Yāē Nêōw are known to be more aggressive than normal.
Vó̄̂v Yāē Nêōw's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves destroying a prepared ritual vessel to channel Chronomancy energies of tier 2 via recitation of scripture.

This infrastructure may be the result of a still-functional Working, or it could be the product of some venerable occult engine that's still operational, or it may be the fruit of the labors of some specially-designed organism or Blighted populace.

History
In time immemorial, reportedly some time during the late 2nd century, Vó̄̂v Yāē Nêōw was attacked by soldiers from another nation, waging a greater campaign. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Vó̄̂v Yāē Nêōw lost 228 people, 317 livestock, and 24 buildings. The conflict ended after roughly 188, when members of Vó̄̂v Yāē Nêōw's militia enacted an operation to rescue a particular special forces group from the enemy. The operation was complicated by gale force winds which drowned out orders and hampered ranged combat. The conflict ended with an assault and siege on the production site, which ended in victory for Vó̄̂v Yāē Nêōw's forces. The war is remembered in legend by Vó̄̂v Yāē Nêōw's bards, historians, and legend keepers.
